Il s’agit pour le festival de rendre hommage à ceux qui, dans l’ombre, permettent aux créateurs de s’exprimer et au public de découvrir sans cesse de nouveaux artistes. </div> <div> Richard Madjarev Président du Jury Richard Madjarev a consacré sa vie à la défense des créateurs dans le domaine du théâtre et du cinéma en particulier.Après avoir réalisé trois court métrages expérimentaux à la fin des années 60, il crée et programme le Centre Culturel de Limoges puis enseigne l’histoire de l’art à l’Ecole Nationale des Arts de Limoges (ENSA). Parallèlement il devient critique cinéma sur l’antenne régionale de FR3, puis France 3 jusqu’en 2007, tout en écrivant à l’envie pour nombre revues de cinéma. Enseignant universitaire responsable d’une UV de cinéma dès 1987, il transmet ses connaissances et son regard aux étudiants de la faculté des Lettres et Sciences Humaines de Limoges puis également à la faculté des Sciences et techniques. Depuis 1983 et jusqu’à 2007 il défendra avec passion les metteurs et cinéastes accompagnant certains avec une fidélité leur permettant d’acquérir une dimension internationale au sein de la Direction Régionale de l’Action Culturelle (DRAC) en tant que conseiller cinéma et théâtre, puis de directeur adjoint de 1992 à 2007. Aujourd’hui Richard Madjarev continue son parcours de dilettante passionné au gré de ses envies en accompagnant plusieurs artistes. Sabrina Seyvecou Sabrina Seyvecou apparaît adolescente dans les téléfilms Denis de Catherine Corsini (1998) et Le Choix d’Elodie d'Emmanuelle Bercot (1999), avant d'être révélée au cinéma par les Choses secrètes de Jean-Claude Brisseau en 2002. L'actrice enchaîne avec des épisodes de séries télé, puis le pétillant Crustacés et coquillages (2005) d'olivier Ducastel & Jacques Martineau qu'elle retrouvera pour les épopées sociales, humaines et familiales Nés en 68 (2008) et L’Arbre et la forêt (prix Jean Vigo 2009), avec Yannick Rénier, Guy Marchand et Françoise Fabian. Elle croise aussi la route des frères Larrieu (Les Comédiennes, talents cannes 2007) et de Bertrand Bonello (My new picture, 2006) pour des courts métrages. Après quoi, elle embarque dans les aventures chorales Paris de Cédric Klapisch (2008) et Fracassés de Franck Llopis (2008), et visite René Féret pour Comme une étoile dans la nuit (2008), face à Salomé Stévenin et Nicolas Giraud. Elle apparaîtra prochainement aux côtés de Sami Bouajila dans le nouveau film de Rachid Bouchareb, Hors la loi présenté en compétition au Festival de Cannes.</div> <div> Arnaud Fleurent-Didier Arnaud Fleurent-Didier débute au milieu des années 90 avec son groupe Notre-Dame qui produira deux albums qui lui vaudront une première reconnaissance dans le milieu musicale et succès public innatendu au Japon. Lorsque l’aventure Notre-Dame prend fin il crée son propre label French Touche et revient en solo en 2004, sous son propre nom, avec un album manifeste Portrait du jeune homme en artiste. Avec cet album son univers s’affine entre Polnareff et Ferré, tout en malice et nuances il chante l’ambition artistique, les doutes et les amours. C’est avec son dernier album, La Reproduction, sorti en janvier dernier et précédé d’une rumeur flatteuse avec le single France Culture qu’il devient se révèle comme un nouveau talent de la chanson française. La Reproduction est un disque complexe et extrèmement travaillé musicalement qui évoque le malaise trentenaire avec mélancolie, raffinement et humour. Avec La Reproduction il allie la french touch électro de ses compagnons musicaux Air, Daft Punk ou Phoenix tout en revendiquant un héritage de chanteur français avec Gainsbourg ou Pierre Vassiliu Cédric Walter Cédric Walter est né à Lausanne, en Suisse. Il commence par réaliser des courts métrages. En 1999, il fonde avec Sébastien de Fonseca la société Château-Rouge production. Il y produit tout d’abord une quarantaine de courts métrages avant de passer au long-métrage en 2006 avec deux films qui seront sélectionnés dans de nombreux festivals, L’homme qui marche d’Aurélia Georges et Dans la Ville de Sylvia de Jose Luis Guerin. Si le court-métrage renaît depuis maintenant une vingtaine d’années, en partie grâce à la création de festivals consacrés à ce format, on constate un engouement nouveau pour les films courts d’une durée supérieure à 30 minutes. Ceci s’explique par la maturité du secteur du court métrage et l’envie des réalisateurs et des producteurs d’expérimenter d’autres possibilités tant dans la réalisation que dans la façon de produire des films. Ces films permettent aux auteurs de déployer leur mise en scène, de travailler de manière plus personnelle la narration, d’approfondir leurs personnages et d’aborder de nouveaux sujets. Il manquait à ces &oelig;uvres un lieu qui leur soit totalement dédié et qui scelle cette nouvelle rencontre entre professionnels et spectateurs, c’est l’objectif des Rencontres du moyen métrage de Brive. </div> <div style="text-align: justify; margin-left: 80px; font-family: Arial,Helvetica,sans-serif;">  Medium length films, set between 30 and 60 minutes, are the privileged format for emerging voices in cinema and a means of expression chosen by many important filmmakers.Though the short film has known a rebirth within the last twenty years, in part due to the creation of festivals devoted to the format, one can observe a newfound interest for shorts with a running length exceeding 30 minutes. Pour assurer les quotas, instaurés en 1927, les studios américains décident d’investir dans des productions rapides et à coûts réduits. Les quota quickies permettront à des réalisateurs comme Michael Powell ou David Lean de faire leurs premières expériences. Il s'agit de films construits sur les clichés de genre – histoires d’amour, thrillers, comédies musicales et quelques occasionnels drames historiques. Néanmoins, il faut reconnaître à ces films une analyse critique de la société anglaise de l’époque. Même si les quota quickies ont souvent servi d’exercices autour des genres, dans le cas de Powell, qui en a réalisé vingt-trois, ces films révèlent un talentueux réalisateur qui tente de transcender les moyens dont il dispose en apportant des touches d’énergie et d’esprit, et un style audacieux. After the partnership ended, Powell made the controversial Peeping Tom (1959), which was attacked for its ‘bad taste’ and ‘sadism’ but later reclaimed as a masterly commentary on the voyeurism of film. Few people, though, know that Powell has started his career with ‘quota quickies’: a unique film form dating from early thirties that launched some of the key figures of British cinema. Often referred as a milestone of British B cinema, quota quickies were low budget films, usually around an hour in length, mainly produced by the American studios. Since the number of American films screened in British cinemas largely exceeded home product, in order to fill in the quota - introduced in British Cinematograph Act of 1927 - American studios decided to invest in this fast-paced and cheap production. Providing early experience for apprentice filmmakers such as Powell or David Lean, the subjects for quota quickies were constructed around quite generalized and cliché topics -- love stories, thrillers, farces, musicals and the occasional costume drama. Nonetheless, it’s important to note that they analyzed many of the social and political issues dominating Britain at that time. Even if quota quickies mostly served as a platform to exercise filmmaking in various genres, in case of Powell, who directed 23 of them, they reveal a talented of a young filmmaker struggling to transcend the limited tools at his disposal, adding flashes of energy, wit and audacious style. Powell’s five, well constructed, genuinely funny and entertainingly written quota quickies that will be screened during the festival, demonstrate the American influence on popular British culture during the 1930s. By investing into British filmmaking, they helped reinforce one kind of storytelling that film-going public did want to hear about.
